PROBLEM TO BE SOLVED: To provide a bearing device which supports a rotating shaft surely following the displacement of the rotating shaft by a plurality of bearing pads while arranging the bearing pads so that they may not be displaced more than necessary in the circumferential direction of the rotating shaft, and to provide a rotary machine. SOLUTION: The bearing device 1 includes: a bearing housing 2, through the center of which the rotating shaft 105 penetrates; a plurality of bearing pads 3, which support the rotating shaft 105 rotatably by being point supported rockably on the inside circumferential surface of the bearing housing 2 and arranged at intervals to each other so as to follow the circumferential direction of the rotating shaft 105; and a plurality of restriction members 4, which are provided in each space between the bearing pads 3 to restrict the bearing pads 3 from moving in the circumferential direction.
