PROBLEM TO BE SOLVED: To provide a numerical controlling device and method capable of controlling multisystem parallel processing with one numerical controlling program, for machine tools which have different objects to which commands are simultaneously executed in parallel. SOLUTION: The numerical controlling device includes: a numerical controlling program storage means 4 which stores a numerical controlling program including a plurality of multisystem blocks; a numerical controlling program executing means 2 which reads the numerical controlling program and outputs control signals corresponding to the blocks; a machine tool-controlling means 3 which transmits the control signals to machine tools 20 or the like to control the machine tools 20 or the like to make them execute operations which conform to commands stipulated by the blocks; and a numerical controlling program determination means 5 which urges the numerical controlling program executing means 2 to sequentially process the blocks, even if an operation under execution is not completed, in case that a plurality of preliminarily set conditions are all satisfied, and also urges the numerical controlling program executing means 2 to process the next block after the operation under execution is completed in case that one of the plurality of conditions is not satisfied.
