<P>PROBLEM TO BE SOLVED: To provide: an image processing apparatus capable of effectively improving motion picture response while reducing a flickering sense; an image display device; an image processing method; and a program. Ž<P>SOLUTION: The image processing apparatus includes an overdrive processing part 45 which successively determines to which of a plurality of state transition modes the image processing apparatus will be switched for each pixel among a normal brightness state in which pseudo impulse driving with an original brightness signal is not performed, a high brightness state being a state in a high brightness period when pseudo impulse driving is performed, and a low brightness state being a state in a low brightness period, and which adds an overdrive amount corresponding to the determined state transition mode to a brightness signal subjected to adaptive gradation conversion in a gradation conversion part, per pixel. The overdrive processing part 45 corrects the overdrive amount in a part of transition from the low brightness state to the normal brightness state in pseudo impulse driving.
