<p><P>PROBLEM TO BE SOLVED: To obtain a desired glossiness on the surface of a printed image, even when the roughness on the surface of a recording medium is different depending on the type of the recording medium. <P>SOLUTION: An image forming apparatus has colored toner development units 6K to 6C each forming a colored toner image on the recording medium 2, and multiple kinds of transparent toner units 82-85, and also has a transparent toner development unit 6T for forming a transparent toner image of transparent toner on the recording medium 2, which is selected from the multiple kinds of transparent toner. The transparent toner image is formed on the base or upper layer of the colored toner image formed on the recording medium 2.
