PROBLEM TO BE SOLVED: To suitably process a short message transmitted by a function of connection SMS even if a terminal which does not have the function of connection SMS is present. SOLUTION: An SGSN/MSC 10 which controls a short message transmitted and received on a mobile communication network N includes a reception unit 11 which receives the short message, a connection SMS determination unit 12 which determines whether the short message is in a format of connection SMS, a function determination unit 13 which determines whether a reception-side mobile communication terminal 60 has the function of connection SMS, a conversion unit 15 which converts the short message to a format of general SMS based upon the determination, and a transmission unit 16 which transmits the format-converted short message to the reception-side mobile communication terminal 60.
