PROBLEM TO BE SOLVED: To solve the problems associated with conventional concrete modifiers by permanently inhibiting water leakage and deterioration of a concrete structure and retaining its durability through densification of the concrete structure. SOLUTION: An aqueous liquid promoter of cement crystal formation highly penetrates into and diffuses within concrete, continuously performs formation and growth of cement crystals from a surface to a deep part of the concrete and contains 1-35% catalytic compound capable of imparting permanent impermeability and high durability to a concrete structure. The catalytic compound is a lithium salt of polycarboxylic acid, a salt which has characteristics equivalent or similar to the lithium salt and contains lithium and at least one alkali metal such as sodium and potassium or at least one alkaline earth metal such as magnesium and calcium or a mixture or a double salt of these salts. The catalytic compound does not contain prohibited elements such as Na that potentially bring negative effects to the concrete structure and are long-lived elements that are prohibited due to their potential of producing hazardous radiation (particularly gamma radiation).
