PROBLEM TO BE SOLVED: To provide a thin and lightweight cement-based hardening material panel which does not cause the problem of corrosion of a reinforcement and which can be transported and installed in a man-powered manner, and a wall surface structure of an earth fill surface using the hardening material panel. SOLUTION: A reinforcing raw material 2, which is entangled with a large number of synthetic resin fibers, is arranged within the thickness of the cement-based hardening material panel 1. A reinforcing material 6 is stuck on at least one of front and back sides; and a stay material 7 is elongated from one of front and back sides. A plurality of tiers of steel wall surface frames 9 are stacked on the side of the earth fill surface; and fill 10 is applied to the rear of the steel wall surface frame 9. A horizontally-continuing passage adjusting material 11 is mounted along the surface of the fill 10. The panel 1 is arranged along the steel wall surface frame 9; and the stay material 7 is held in the state of being elongated onto the fill 10 from the passage adjusting material 11.
