PROBLEM TO BE SOLVED: To provide a method, an apparatus, and a program for making a high-quality image in which accuracy of conformity degree calculation is improved. SOLUTION: The method of making the high-quality image includes an assigning step of assigning a unit area to an input image, a patch candidate-assigning step of assigning a plurality of patch candidates each having an intensity component for making a high-quality unit area for each unit area, a measuring area-assigning step of assigning a measuring area for measuring a conformity degree of a patch candidate to the inside of the unit area, a conformity degree-calculating step of calculating the conformity degree of a plurality of patch candidates which are different in each assignment from similarity of an intensity pattern in an overlapped part area while overlapping at least a portion of the measuring area whose assignment is different, a selecting step of selecting the patch candidate whose conformity degree is made small as a patch of the unit area, and an image producing step of producing an image with the high-quality unit area made using the patch.
