PROBLEM TO BE SOLVED: To provide a liquid crystal shutter capable of easing reduction in a response speed of liquid crystal in a low temperature environment and capable of reducing electrical influence on a shutter electrode which may be caused by an application voltage to a heating electrode, and to provide a camera module including the liquid crystal shutter. SOLUTION: The liquid crystal shutter X1 includes a first substrate 10, a second substrate 20, a sealing member, a first electrode 40, a second electrode 50, and a ground wire 60. The first substrate 10 has light permeability. The second substrate 20 has light permeability and is arranged opposite to the first substrate 10. The sealing member seals liquid crystal between the first substrate 10 and the second substrate 20. The first electrode 40 includes a first electrode part 41 arranged on the first substrate 10 and a second electrode part 42 arranged on the first substrate 10 or the second substrate 20 to apply voltage to the liquid crystal LC. The second electrode 50 is arranged on the first substrate 10 to supply heat to the liquid crystal LC.
