PROBLEM TO BE SOLVED: To provide a pressure sensitive adhesive composition which can form a pressure sensitive adhesive layer excellent in flame resistance and also in adhesiveness and transparency; to provide a pressure sensitive adhesive layer; and to provide a pressure sensitive adhesive laminate comprising the pressure sensitive adhesive layer. SOLUTION: The composition comprises: (A) (meth)acrylic acid ester polymer containing a repeating unit comprising (meth)acrylic acid ester having a phosphoric acid ester group; and (B) (meth)acrylic acid ester polymer having a 1-18C alkyl group.
