<P>PROBLEM TO BE SOLVED: To provide a material for controlling temperature increase and a pavement block which exhibit a lasting and stable effect to control temperature increase without depending on water vaporization. <P>SOLUTION: The material for controlling temperature increase includes incineration ash of paper sludge, is fired at 750-1,000°C and has a solar radiation absorptance of ≤53%.
