PURPOSE: A system and a method for registering a network in mobile communications are provided to rapidly the PLMN situation of an area in which a terminal is positioned. CONSTITUTION: Network registration to a 3G PLMN(Public Land Mobile Network) is requested(S111). An AS(Access Stratum) fails in the network registration to 3G PLMN(S113). Network registration failure is informed of an NAS(Non Access Stratum). The usable PLMN is provided to the NAS(S115). The NAS compares PLMN lists collected in the SIM card of a corresponding terminal.
