PURPOSE: A phase difference film, a polarizing plate including the same, and a liquid crystal display are provided, which can reduce the generation of the phase difference stain, and maintain the regularity of the phase difference film. CONSTITUTION: A phase difference film includes a transparent polymer resin and a polymer compound of the optical anisotropy. The average molecular weight of the polymer of the optical anisotropy is 500-100,000. The polymer of the optical anisotropy is aligned with the extension process. The phase difference within the film plane and the phase difference of thickness direction are 10-500 nm.
