<P>PROBLEM TO BE SOLVED: To accurately set the initial dispersion value of a TDC, and to shorten the time required for installing a circuit when newly establishing the circuit. <P>SOLUTION: A wavelength multiplex transmitter 100 newly installs the circuit having no wavelength setting, and acquires the dispersion result values of the existing wavelengths settings when computing the initial dispersion value having no wavelength setting. A correction value decision part 106 extracts only the dispersion result value contained within a fixed range of the acquired dispersion result values.
