<P>PROBLEM TO BE SOLVED: To restrain degradation of startability due to opening instability of a shutoff valve or generation of abnormal noise at valve opening, and that, avoid fear of an air feeding system getting over-pressurized. <P>SOLUTION: At startup of the fuel cell system, an air compressor is driven, and an air shutoff valve is made open at or after the time when pressure at its upstream side of the air shutoff valve reaches a given pressure P<SB>1</SB>. An air bypass valve is provided at an air bypass flow channel connecting an air feeding flow channel and a drainage flow channel.
