PROBLEM TO BE SOLVED: To provide a cleaning device for extending the service life of cleaning performance maintenance with a simple constitution with a small number of components, and to provide an image forming apparatus having the cleaning device. SOLUTION: This cleaning device includes a drive control section that rotatively supports a support shaft 143 to a machine frame 14a so that a cleaning member 142 for covering the support shaft 143 with a regular polygonal column-like elastic body 144 abuts in the width direction of a turnable photoreceptor drum 11 for carrying a toner image, and turns the cleaning member 142 so that a cleaning execution section 14b formed of an edge made to abut on the photoreceptor drum 11 is progressively switched to another cleaning execution section 14b at a predetermined timing.
