<P>PROBLEM TO BE SOLVED: To provide a safe and inexpensive heating device, a water heater and a cooling device with high thermal efficiency using solar heat. <P>SOLUTION: In winter with solar radiation, hot water is generated in a hot water storage tank 31 by solar heat and by using the heat, heating and hot water supply are performed. On days without solar radiation, a heat pump 40B is operated by midnight electric power to generate hot water. In summer with solar radiation, hot water is generated up to a cooling temperature detector 63A of the hot water storage tank 31 by solar heat, and hot water is generated by exhaust heat of cooling. When the temperature of a bottom temperature detector 63 is raised, hot water is discharged by a water discharge valve 95. When the temperature of a photothermal conversion part temperature detector 55 reaches an allowable temperature or higher, hot water is discharged to prevent heating without water. When a warning temperature detector 61 detects a predetermined temperature or lower, the amount of hot water is limited by a hot water amount limiting valve 91, and the heat pump 40B is immediately operated to prevent the shortage of hot water. A large amount of hot water is promptly generated by a partition member 35D having flow holes 37 in the hot water storage tank 31.
