PROBLEM TO BE SOLVED: To provide a technique capable of surely charging even if communication has abnormally completed. SOLUTION: A communication system has a session control server, and a charging device. When a predetermined midpoint of time comes before completion of a call as a session control target, the session control server creates call detail record information of this call. The charging device acquires the call detail record information created by the session control server, and calculates fee to be charged to the call based on the call detail record information.
