<p><P>PROBLEM TO BE SOLVED: To save a transmission band while suppressing image quality deterioration in image data transmission. <P>SOLUTION: A comparison section 152 compares the image data of the current image, and image data of the previous image, to obtain a difference value, and a determination section 153 compares the difference value with a predetermined threshold and determines whether the current image and the previous image are similar to each other. A controller 155 supplies the determination result to a discarding section 171. The discarding section 171 refers to the comparison result, supplied from the controller 155 and discards the encoded data of the current image that is similar to the previous image. A storage controller 154 makes the storage section 122 store data of the current image.
