A communication system has at least UE and an HLR used by an IMS network, and has a femtocell base station that forms a specific communication area, and a control unit that controls at least the communication between the UE and the HLR. The femtocell base station and the control unit exist between the UE and the HLR. The femtocell base station has a transmission unit that transmits to the control unit messages received from the UE, and transmits to the UE messages received from the control unit. The control unit converts messages received from the femtocell base station into messages which the HLR can recognize, and converts messages received from the HLR into messages which the UE can recognize.
