PROBLEM TO BE SOLVED: To provide a cellular wireless communication system using OFDMA capable of assuring QoS to reduce the probability of call loss in need of QoS assurance. SOLUTION: A service quality information hold unit holds a combination of service quality, modulation and coding methods, and a wireless resource amount, and correspondence with a call in communication with them. A wireless resource management section calculates a wireless resource amount not assigned from wireless resource information not assigned to a call in communication. A connection control section selects a combination of service quality specified in a newly received call from the service quality information hold unit, decides a wireless resource amount equal to or less than the wireless resource amount not assigned, and assigns a combination of the wireless resource amount and the service quality to the newly received call. When the wireless resource amount of the selected combination exceeds the wireless resource amount not assigned, the wireless resource amount assigned to the call in communication is reduced and assigned to the newly received call without changing the service quality.
