<P>PROBLEM TO BE SOLVED: To provide a method of manufacturing a grooveless pulley excellent in planarity in the outer peripheral part of the outside surface of a base part, with high dimensional accuracy advantageously. Ž<P>SOLUTION: By applying form rolling to the tubular part 26 of a preform having a blind cylindrical shape and causing the base stock on the side of the open end of the tubular part 26, the base stock flowing plastically in the axial direction, to flow outward in the radial direction along the guiding surfaces 52, 62 of a guiding part 50 which is provided at least on either of an opposite surface 44 of the opposite part 40 on a first die 34 and the roller surface 58 of a forming roller 56, after forming a projecting part 66 which is projected outward in the radial direction integrally at the open end of the tubular part 26, by cutting this projected part 66 off and forming a rim part having the outer peripheral surface which is even and smooth cylindrical, an aimed pulley is obtained.
