PURPOSE: An emergency call service method in unlicensed network and a system thereof are provided to efficiently offer VoIP(Voice over Internet Protocol) emergency call, and to automatically convert a screen according to screen set mode information stored in a storage unit. CONSTITUTION: A mobile terminal(100) in unlicensed network requests an emergency call(S303). The unlicensed network transmits an AP list of an AP(access point) connected to the mobile terminal to core network(300)(S309). The core network traces location information of the mobile terminal corresponding to the AP list(S315). The core network transmits urgency request information including location information to a safety management server.
