Disclosed is a surface modifying method comprising a step for applying a coating liquid, which contains a polymer having a functional group capable of forming a silanol group by hydrolysis and an alkoxysilane, over a member, and a step for applying a coating liquid, which contains a hydrophilizing agent having a functional group capable of forming a silanol group by hydrolysis or a silanol group, over the member coated with the coating liquid.
