PURPOSE: An operating control method of traffic and an apparatus thereof are provided to in order to dynamically control a P2P traffic according to a network load amount. CONSTITUTION: A flow management unit(130) separately stores a flow of a packet for P2P to a second flow management table according to a classification result of a packet classification unit. The flow management unit manages and controls the flow stored to the second flow management table or a first flow management table. A traffic control unit(170) senses a load quantity of a network. The traffic control unit controls the traffic about the packet for the P2P.
