PROBLEM TO BE SOLVED: To provide a dielectric material for a plasma display panel, which can be fired at≤600°C and increases the strength of a glass substrate without inducing warpage in the glass substrate during firing, and to provide a glass plate for a plasma display panel having a dielectric layer formed using the above material. SOLUTION: The dielectric material for the plasma display panel comprises a ZnO-B<SB>2</SB>O<SB>3</SB>-SiO<SB>2</SB>-based glass powder, wherein the glass powder comprises glass that does not substantially contain PbO but contains, by mole percentages, 1 to 20% of ZnO, 26 to 50% of B<SB>2</SB>O<SB>3</SB>, over 42 to 50% of SiO<SB>2</SB>and 0.1 to 5% of Bi<SB>2</SB>O<SB>3</SB>.
