<P>PROBLEM TO BE SOLVED: To provide a semiconductor device including an SMT cell which does not cause a through-current in a post-stage circuit even when propagation time of an enable signal varies. Ž<P>SOLUTION: In a data hold circuit 1, a data holder 11 holds input data D, a clock buffer 12 supplies a clock signal to the data holder 11, and a shutoff controller 14 controls a high-threshold PMOS transistor P1 connected between an output section 13 including a low-threshold transistor and a power supply line VDD and a high-threshold NMOS transistor N1 connected between the output section 13 and a ground line. When an enable signal E indicates enable, both the PMOS transistor P1 and the NMOS transistor N1 are turned on. When the enable signal E indicates disable, in accordance with the value of data held in the data holder 11, only one of the PMOS transistor P1 and the NMOS transistor N1 is turned off.
