<P>PROBLEM TO BE SOLVED: To provide a transfer device capable of improving a transfer performance with respect to a recording medium having ruggedness formed on its surface, and to provide an image forming apparatus with the transfer device. Ž<P>SOLUTION: The transfer device includes: a primary transfer roll 26 configured to attach/detach to/from an intermediate transfer body 24; a press-contact force setting changing means 250 for changing the setting of the press-contact force of the primary transfer roll 26 against the intermediate transfer body 24 in accordance with types of the recording medium P to which a developer image primarily transferred to the intermediate transfer body 24 is secondarily transferred. The press-contact force setting changing means 250 includes a rugged medium transfer mode to set the press-contact force of the primary transfer roll 26 required in the case of secondarily transferring the recording medium EP having the ruggedness onto its surface, and a normal transfer mode to set the press-contact force of the primary transfer roll 26 required in the case of secondarily transferring the recording medium P other than the recording medium EP having the ruggedness onto the surface thereof.
