PROBLEM TO BE SOLVED: To sufficiently absorb collision energy virtually without causing reaction when a load is applied to a hood in a vehicle collision, in a cowl louver for a vehicle and a method of manufacturing the cowl louver. SOLUTION: This cowl louver 1 includes a solid part 4 formed solidly with polypropylene and a foam part 5 molded with foam to prevent heat and odor generated from an engine room from entering a cabin via an air introduction port 4a. When stress F is applied in the lower direction due to application of the collision energy to a hood panel 2 in the vehicle collision and a rear end lower part of the hood panel 2 is moved downward, the foam part 5 which is far inferior from the solid part 4 in strength is easily deformed and destroyed since the foam part 5 has many bubbles 5, reaction is hardly generated and thereby the collision energy can be sufficiently absorbed. In the same way, when stress F in a lower direction is applied to an upper projecting part of the cowl louver 1 in the vehicle collision, the foam part 5 is easily deformed and destroyed.
