Provided is a gas shut-off device, wherein a flow volume detecting means measures the flow volume, a flow volume calculating means calculates the instantaneous flow volume value from the detected value, an average flow volume calculating means finds the average flow volume from the found instantaneous flow volumes, a flow volume change determining means determines from the found average flow volumes whether or not there is a change in flow volume, a flow volume storing means stores the found average flow volume values, an increased flow volume registering means registers the amount of change in the flow volume when the flow volume change determining means determines that there is an increasing change, a decreased flow volume reregistering means deletes the registered flow volume close to the amount of change in flow volume when the flow volume change determining means determines that there is a decreasing change, substitutes the average flow volume value found by the average flow volume calculating means for the deleted registered flow volume, and reregisters the substituted average flow volume value, and a shut-off means shuts off gas supply when an abnormality determining means determines abnormality from the registered flow volume and the determined value of monitoring.
