<P>PROBLEM TO BE SOLVED: To provide a method for efficiently producing an organic soil material suitable for organic cultivation in an urban district without land, and achieving organic cultivation by using a high rise apartment building which has become ashes. Ž<P>SOLUTION: This method for producing the organic soil material includes forming each raw material soil, fish and shellfish waste F, and vegetable fertilizer containing either plant refuse or sawdust in a layer-like form followed by laminating, fermenting the products in the laminated state to produce the organic soil material, spreading the organic soil material all over a building such as a high rise apartment building which has become ashes, and cultivating plants in the organic soil material.
