PROBLEM TO BE SOLVED: To provide a development device which prevents a toner from staying on a development roller and restrains the occurrence of colored filming, and also to provide an image forming apparatus. SOLUTION: The development device includes; a development roller in which tilted grooves, which are continuous, spiral and different in inclination, and cross each other, are formed; and a feeding roller which contacts the development roller to feed a toner to the development roller. In this case, the development device generates conveying force, which conveys the toner on the development roller from one side in the axial direction of the development roller to the other side, by means of the rotation of the feeding roller.
