PROBLEM TO BE SOLVED: To provide an image forming method and device for suppressing reduction in electrostatic property, a scumming, an electrostatic charging failure for a long time without causing increase in exposure section potential, and also to provide a process cartridge for the image forming device. SOLUTION: This image forming device has a conductive support, an intermediate layer, and a photosensitive layer. The intermediate layer contains amorphous oxide. The surface resistivity of the amorphous oxide is 1.0×105Ω/cm2or less. The intermediate layer and the photosensitive layer are stacked on the conductive support in that order.
