<p><P>PROBLEM TO BE SOLVED: To provide a film with a transparent conductive film by improving mechanical strength necessary for use in a touch panel, which enables the touch panel having a long life and preventing malfunction to be manufactured, and to provide a method of manufacturing the film. <P>SOLUTION: The film with a transparent conductive film includes a transparent conductive film on a transparent film base material. The transparent conductive film includes a first thin film layer formed of a thin film layer having adequate holes, and a second thin film layer formed of a conductive film.
