PURPOSE: A pre-coated steel plate manufacturing method and a steel sheet using the resin composition are provided to prevent the separation of a resin film by increasing the ductility of an organized layer. CONSTITUTION: A pre-coated steel plate manufacturing method comprises hardener 10~40 weight%, organized layer nanoclay 0.1~10 weight%, and metal powder 80~300 weight%. The hardener is manufactured by mixing a blocked polyisocyanate and a melamine resin with the end end-capped to the ratio of 2:1~3:1 weight ratio. The longitudinal axis of the metal powder is 0.1~4μm. The metal powder is one or more groups selected from the group consisting of Al, Cu, Ni, Zn, Fe2P, Fe, Mn, Co, Ti, Zr, W, Sn and their oxides.
