PROBLEM TO BE SOLVED: To improve resistance to a communication error in provision of a user interface via a network.

SOLUTION: This transmitter is provided, which has: an image superposition part which superposes a user interface image generated based on first control data to be used for control of the user interface on a content image to generate superposed image data; an image compression part which encodes the superposed image data generated by the image superposition part by an encoding unit equivalent to N lines (N≥1) in one field; and a communication part which transmits the superposed image data encoded by the image compression part.
