<P>PROBLEM TO BE SOLVED: To provide a failure diagnosis circuit in which a failure of an open-close part installed in a charge and discharge passage of a secondary battery can be diagnosed while reducing increase of a discharge current of the secondary battery caused by a leakage current, and to provide a battery pack equipped with such the failure diagnosis circuit. Ž<P>SOLUTION: The failure diagnosis circuit includes: the open-close part 105 in which the charge and discharge passage Lm to charge and discharge the secondary battery B11 is opened and closed; a first open-close voltage detecting part 43 to detect a voltage of the open-close part 105 and of a first position P1 which is a site opposite to the secondary battery B11 on the charge and discharge passage Lm as a first open-close voltage Vp1; a switching element SW1 to open and close a first conductive passage L1 to connect between the first position P1 and the first open-close voltage detecting part 43; and a failure diagnosis part 42 to diagnose the failure of the open-close part 105 based on the first open and close voltage Vp1 detected by the first open-close voltage detecting part 43 in a state that the switching element SW1 is made to be turned on and based on the open-close state of the open-close part 105.
