PURPOSE: A resource operation device of a small cell in a wireless telecommunications system and a method thereof are provided to remove interference of the micro-cell by setting an interference evasion section in the wireless telecommunications system. CONSTITUTION: A receiving device receives a message signal by a wireless resource. A group generator(1122) makes a group of small base stations located in a macro-cell. A controller(1120) assigns an interference evasion section to the group. An interface transmits interference evasion sector information and group information to the small base stations located inside the macro-cell.
