PURPOSE: A chromium-free resin composition for an anti-fingerprint steel sheet with superior heat resistance using fluorine-based resin and a surface-treated steel sheet using the chromium-free resin composition are provided to improve the conductivity and workability of steel sheets by employing the resin composition containing no chromium. CONSTITUTION: A chromium-free resin composition for an anti-fingerprint steel sheet comprises urethane resin containing fluorine-based resin 10~90 weight%, Ti or Zr organic oxide 1~20 weight%, a phosphate compound 0.1~10 weight%, and a solvent. The phosphate compound is selected from the group consisting of phosphoric aluminum, dihydrogen phosphate aluminum, first zinc phosphate, hydrated phosphate manganese, and phosphate ester compound.
