PURPOSE: An elasticity laminate and a manufacturing method thereof are provided to control the use of a binding material for a rubber chip in a powder or a pellet state by using a fiber elastic mat as an intermediate material. CONSTITUTION: An elasticity laminate with the durability and the permeability comprises an elastic unit, a middle unit, and a bottom unit from the top down. The bottom unit is formed with concrete with the thickness of 100~200 millimeters, including 70~90wt% of aggregate with the particle size of 2~25 millimeters, 1~10wt% of water, and 5~20wt% of water permeable cement. The middle unit is formed with two fiber elastic mats with different thicknesses produced by a pressure molding or a calendering molding. A non-woven fabric is inserted in between the elastic unit and the middle unit. A sub base layer is formed in between the middle unit and the bottom unit.
