<P>PROBLEM TO BE SOLVED: To easily and conveniently execute a ladder program at a job site. Ž<P>SOLUTION: A program controller is configured by connecting a CPU module including a program memory for storing the ladder program and a CPU for executing the ladder program and a module for programming for editing the ladder program through a bus, and the module for programming. The controller includes: a picture for ladder program edition; an operation unit for editing operation; a system memory for storing the program for ladder program edition; and a ladder program edition processing unit for performing processing to edit the ladder program on the picture in response to the operation input of the operation unit and processing to transfer the ladder program related to the edition to the program memory of the CPU module, and to download it.
