PROBLEM TO BE SOLVED: To provide a method for manufacturing a base material having, on its surface, a fluorine-containing polymer thin film which is excellent in adhesion with the base material, scratch resistance, mold-release resistance and an antifouling property, and has a fluorine-containing aliphatic ring structure. SOLUTION: In the method for manufacturing the base material having the fluorine-containing polymer thin film on its surface, following processes [1] to [4] are carried out in order of [1] to [4], wherein [1] is a process of treating the base material surface with a silane coupling agent having a polar functional group, [2] is a process of coating the base material surface with the fluorine-containing polymer which has a reactive functional group having reactivity with the polar functional group and has the fluorine-containing aliphatic ring structure in its main chain, [3] is a process of heat-treating the base material and [4] is a process of washing the base material surface with a fluorine-containing solvent.
