<P>PROBLEM TO BE SOLVED: To provide a phase shifter capable of obtaining stable characteristics by a new technical means. Ž<P>SOLUTION: The phase shifter includes an output side conductor 1, an input side conductor 2 and a movable coupling conductor 3 for transmitting a high frequency signal input to the input side conductor 2 to an output terminal of the output side conductor 1. The movable coupling conductor 3 comprises: an input side base part 11 coupled with the input side conductor 2 through an insulator 4; an output side movable part 13 capable of moving along the output side conductor 1 and coupled with the output side conductor 1 through an insulator 5; and a line part 12 electrically connecting the input side base part 11 and the output side movable part 13. The output side movable part 13 has a first output element 21 and a second output element 22 which are formed in a state to be connected in parallel with the line part 12 and the output side conductor 1 is arranged therebetween.
