PROBLEM TO BE SOLVED: To improve the utilization efficiency of hardware resources in encoding processing and decoding processing.

SOLUTION: An encoder performs analysis filter processing to a prescribed division level using a process calculation buffer 325 and makes an external memory 383 hold generated LL components. The encoder executes the analysis filter processing of the next division level to the LL components read from the external memory 383. The encoder performs the analysis filter processing of the succeeding division level using the process calculation buffer 325 again. This invention can be applied to an encoder or a decoder for instance.
