<P>PROBLEM TO BE SOLVED: To prevent inequality among assignors of tasks when performing a plurality of tasks to transmit information to registered destinations by using a communication line. Ž<P>SOLUTION: The maximum number of allocated lines representing the maximum value of the number of communication lines which can be allocated and the guaranteed number of allocated lines representing the guaranteed minimum number of communication lines are stored beforehand in a task storing section 141 for each of the tasks registered relating to an outbound service. A transmission destination task determining section 122 performs a guaranteed type of processing to transmit information by allocating communication lines of the guaranteed number of allocated communication lines with respect to all the tasks coming to an execution time, and then performs a best effort type of processing for allocation of vacant lines as communication lines which can be allocated so that the total sum of the numbers of information transmissions of tasks already executed becomes close to a ratio of the number of channels obtained by subtracting the guaranteed number of allocated communication lines from the maximum number of allocated communication numbers for each task.
