PROBLEM TO BE SOLVED: To enhance security in accepting a request by a URL including a session ID. SOLUTION: A terminal identification information storage means stores terminal identification information identifying a user terminal. A URL sending means generates a session ID and sends a URL (Uniform Resource Locator) including the session ID to the user terminal. Every time a request by such a URL including a session ID is received from a user terminal, a request processing means checks terminal identification information received from the user terminal, and responds to the request if the stored terminal identification information is matched, or rejects the request if the stored terminal identification information is not matched.
