<P>PROBLEM TO BE SOLVED: To provide toner that ensures sufficient fixability only with a laser fixing system for fixing the toner by irradiation of laser light which is set at an absorption wavelength region of each color toner, and obtains an image without degradation of color reproduction properties due to infrared absorber, and to provide a two-component developer, developing device, fixing device and image forming apparatus using the toner. Ž<P>SOLUTION: The capsule toner 1 has a two layer structure formed of a coating layer 3 on the surface of a core particle 2 being a toner base particle, and (nb/na) being a ratio of a refractive index (na) of resin constituting the core particle 2 to a refractive index (nb) of resin constituting the coating layer 3 is 0.92-0.96.
