PURPOSE: A pavement block using wastes and a manufacturing method thereof are provided to install and fix the pavement block in a predetermined position by coupling the pavement block to a fixing pin. CONSTITUTION: A manufacturing method of a pavement block using wastes is as follows. Upper and lower molding frames are manufactured by forming a fixing pin protrusion, a drainage protrusion, and a sliding prevention groove. The upper and lower molding frames are installed in the rear side of a silica feeder(S120). A new resource resin formed by heating wastes is supplied to the upper and lower molding frames(S130).
