PURPOSE: A clock generating apparatus of a semiconductor IC is provided to simplify a composition of a circuit by utilizing the clock generated through a delay fixing operation or a phase fixing operation as an internal clock in a high frequency. CONSTITUTION: A clock generating unit(10) generates a phase controlling clock of multi-phase by implementing a delay fixing operation or a phase fixing operation about standard clock. The clock generating unit generates a frequency discrimination signal by distinguishing the frequency of the standard clock. A phase dividing unit(20) generates the delay clock of the multi-phase by dividing the phase of the standard clock into a plurality. A switching unit(30) selectively outputs a phase controlling clock of the multi-phase or the delay clock of the multi-phase as an internal clock with replying the frequency discrimination signal.
