PURPOSE: A content recommendation apparatus and a method thereof are provided to decide preference inclination of a user without a use history of contents by filtering contents through ontology-based contents information. CONSTITUTION: An analyzing unit(330) analyzes the service use history which a first terminal user receives to extract a preference target term. A preference information extracting unit(380) extracts the preference category or the preference item to which the first terminal user prefers with reference to the extracted preference target term. A content information generating unit(350) generates the service meta information or the content meta information.
